Abstract

; As a border territory, the Kayes area, located in Western Mali has long been forgotten by the State. In this place of emigration : its residents based abroad have been engaged for several years in social development, through projects aimed at their home villages. This paper proposes a synchronic reading of different forms of mobilisation. On the one hand, that of migrants acting from a distant location. On the other hand, that of the State, which, through an administrative reform proposes to re-endow with meaning the issue of territorial propinquity.
