Abstract

RESUMEN: En el ámbito internacional, actualmente existe una preocupación creciente por las infracciones medioambientales ocasionadas por descargas desde los buques de hidrocarburos al mar. Las Autoridades Marítimas españolas, para combatir dichas descargas, refuerzan a partir del año 2007 sus medios de respuesta. Entre otros recursos, se utilizan aviones que prestan servicios de vigilancia marítima, detectan al presunto buque infractor, y realizan un efecto disuasorio en aguas SAR españolas. En dicho contexto, el objetivo del presente trabajo es analizar determinados aspectos de los denominados “presuntos buques infractores” que han sido detectados dentro de las aguas SAR de responsabilidad española en el periodo 2008-2012 con el fin de construir un estereotipo de estas buques. Con tal finalidad, se formalizan una metodología de análisis basada en índices GINI y curvas de Lorenz asociadas a determinados aspectos de los presuntos buques infractores (tipo de buque, bandera y zona por la que navega) ; ABSTRACT: There is at present a growing concern, on an international level, over environmental offences caused by oil discharges into the sea from vessels. The objective of the Spanish Maritime Administration is to prevent the illegal discharges of polluting substances in Spanish maritime water by vessels in transit. To combat such discharges, since 2007 Spain has reinforced its means of response with the use of aircrafts that provide services of maritime surveillance, detecting the Alleged Offending Vessels and acting as a deterrent. The objective of the present study is both to introduce the concept and to analyze certain aspects of the so-called “Alleged Offending Vessel” (AOV) That have been detected within Spanish Search and Rescue (SAR) jurisdiction waters in the period 2008-2012, in order to build a profile of such a vessel. For this purpose, an analysis methodology is formalized based on the GINI index and Lorenz curve, associated with certain aspects of vessels: type, flag and sailing vessel.
