Abstract

Dissertação de Mestrado em Serviço Social, Ramo Território e Desenvolvimento ; A experiência profissional em análise foca-se no Projeto “Luta contra a Pobreza: um projeto novo de cidadania” desenvolvido no Ano Europeu do Combate à Pobreza e à Exclusão Social. A descrição e avaliação da experiência permite uma reflexão das metodologias participativas utilizadas neste projeto, seus alcances e limites e situando sempre essa análise com os contextos territoriais e marcos concetuais. A partir da reflexividade das práticas participativas descritas e avaliadas, abordamos todo o quadro conceptual que suporta a experiência relatada nomeadamente: a pobreza e exclusão social na perspetiva de viragem de paradigma, parceria e trabalho em rede e governança, participação, empowerment e metodologias participativas como estratégias de luta contra a pobreza e exclusão social. Revimos as teorias do serviço social, nomeadamente a teoria sistémica e ecológica, a teoria do desenvolvimento comunitário e a teoria da capacitação e advocacia com o objetivo de convergir cada teoria à prática profissional em análise, ou seja, ao objeto investigado. Recapitulando o cenário de luta contra a pobreza e exclusão social, descrito à luz da revisão teórica e da experiência profissional, lançámos algumas pistas para contribuir para a utilização de metodologias participativas na luta contra a pobreza de forma mais eficaz, assim como sinalizámos algumas estratégias de investigação – ação para o futuro. ; The professional experience in analysis focuses on Project " Combating Poverty: a new citizenship project " developed in the European Year for Combating Poverty and Social Exclusion. The description and evaluation of the experience allows a reflection of the participatory methodologies used in this project, it´s scope and limitations, and always placing this analysis with the territorial contexts and conceptual frameworks. From the reflexivity of participatory practices described and evaluated , we broached the entire conceptual framework that supports the reported experience, including: poverty and social exclusion in the prospect of turning paradigm , partnership and networking and governance, participation, empowerment and participatory methodologies as strategies to combat poverty and social exclusion. We have reviewed the theories of social services, including systemic and ecological theory, the theory of community development and the theory of empowerment and advocacy in order to converge each theory to professional practice in the analysis, which means, the investigated object . Recapping the scene of the fight against poverty and social exclusion, described in the light of the literature review and professional experience, we launched some clues to contribute to the use of participatory methodologies in the fight against poverty more effectively, as signaled some strategies research - action for the future.
