The records created by the institutions of a country form the information sources of the national archives of that country. In this context, one of the important duties of the countries is foundation of a system providing the transfer of valuable records created in institutions for archives. If a system, which will produce, file and appraise the records, the products of the activities of the institutions properly, has not been formed in a country, it is not possible to mention a real national archives and to look towards future confidently in that country. Existing of a unit which will execute the process of records and archives in the organisational structures of the institutions forming the administrative structure of the states is necessary for both the effective administration of institutions and also for forming of national archives. Archiving is not only filing and storing of old records. Presence of national archives necessitates applying the programmes of records management in the institutions creating the information sources of national archives. In this sense, the paper will examine how the structural reorganization that is essential for the records operations and what works to be provided in institutions.
