This paper is an invited journal paper, which proposes a novel web interfacing concept based on how emerging web based platforms can be used to support a fully featured EDA tool interface. The complex and computationally intense nature of EDA tools for chip design requires high performance computing resources and regular updates. Web based access to these tools located remotely on high-performance servers present a breakthrough in corporate tooling and new service models. The proposed concept is demonstrated for a dynamic learning environment for IC design and defines the fundamental principals for web-based EDA tools and services.
